Since the DLL file was original developed for Oblivion, that game should also be playable with the HD 4000. Simply Google for "Odblivion" to find the DLL file that you need to download. You need to download a file to play Fallout 3 though. Fallout: New Vegas should be playable, and Mass Effect 1 and 2 should be playable as well.

Of course whether or not it delivers the performance you are looking for is a different story.
